So far the relevant improvements would be:
Venusaur, Arcanine, Meganium, Typhlosion, Feraligatr, Steelix, Entei, Electivire, Magmortar, Victini, Klinklang, Escavalier, Genesect, Pheromosa, Necrozma, Zeraora and Melmetal.
Those Pokemon would get access to vital coverage and lure or better options for Sheer Force and safer Stone Edge for specifc OHKOs, or pokes that have no movepools like Klinklang, it also breaks Bug types like Genesect and Pheromosa even further.
All of this if OP's Rock Climb had 95 acc and be Rock type and no new Game Freak retcons for old mons unable to learn it.
