I suppose ontype everyone with SDE will inch a little ahead by since mods have more effect on them as they're additive with each other.
Unless you mean to say that spread move holds her back. Well, they can't all be weather gods or Zerena, so she will be reliant on someone else to take out the center, but I think 2k CS shouldn't be an issue regardless. (I actually managed 2k with Valerie/Rachel/SSJasmine offtype 2 weeks ago so I believe Froslass is quite possible.) At any rate, I'd say she's at least a few steps of Toxicroak comparing one spread to another.
Now, if you're saying that Bulba and Golem have much higher damage by virtue of terrain I don't have an argument there, really. We're just going to have to wait for Ice Zone in that regard.
