Empoleon is a weird mon. Its typing has so many great resistances but the steel typing also kind of negatively affects its duties as a water type. Its now weak to ground, and neutral to fire, and its slow, so any fast ground type beats it. So two out of the three things water should handle without issue are not a sure thing anymore. The added fighting weakness doesnt do it any favors either. I guess the resistances make up for it somewhat though.
