It would've been perfect and Scorched Slab and I assume it was the case since they also confirmed had Gastrodon/Shellos planned for Gen 3 before scrapping them all together for 4.
Hell even Weavile has that same issue in the beta so either 1) They used GBA sprites as sort of a testing ground for what to add to sinnoh or 2) These were WiP of Gen 3 mons that were pushed to 4 instead and polished with spriting for the gen.
