It could be flying if you notice it's bottom, it's brown. Those could be wings it hides in the cloak.
Just because it has a shadowed face doesn't mean it's dark type, it could easily remove the hood and the shadow aesthetic could just be a play on it's nocturnal hunting and the fact it says Rowlet can see in the dark with ease as stated in it's Description this also aids his assassin/mysterious performer motif.
It may have long legs like a stilt owl as well, I think it could have "transformer owl" inspiration in it's design, seeing as it has a human shape yet a bird shaped silhouette.
