You're not pissed about Electivire breaking out of his freezing so soon. In fact above all else, it's what you WANT to happen. The second stage of the ruse falls into place as Electivire transforms into
Magmortar and melts the ice with his presence alone.
"MAAAAGMOOOOORRRRTAAAARRRR!"
After breaking out of the ice, he charges up a Flamethrower.
You've effectively just sent Ramos on a ride that at the end of the fray, pits you as top doge simply because the old kiester forgot about type advantages.
