This is the original Satoshi, renamed "Red" in the final game.
In FRLG he was completely redesigned to make him look distinct. Parts of the redesign continued in the next games, and it was pretty much wholly used for Pokemon Origins.
US/UM gave us a whole new design for Adult Red. I don't know if he's supposed to be the same person as Red in LGPE, but probably not.
LGPE is pretty much this standalone thing, where Red, Green and Blue exist in a vacuum as established trainers, while you actually follow the plot that they were supposed to have already been on.
tl;dr, don't overthink it, because the creators sure did not, might as well treat different generations' Red as a whole new relaunch, which is vaguely connected to the story of a boy who beat Team Rocket (and not even that in LGPE)
