It's a common inside joke in the pokemon community the one about an old man and his machop preparing the empty terrain north east of Vermillion City to build something, even if nothing ever comes out of it.
This is, surprisingly, an almost three decades old case of Mandela effect: there was never an "Old Man" NPC or a Machop working in that side of the map, so it's unknown where the rumor originated from
