ok so how this works is Pokemon that are smart and have higher special attack have more mental speed than physical attackers.
when you tell alakazam to use psychic it instantly uses psychic. whoever has higher special attack moves first.
physical speed is for physical pokemon like rampardos who goes like "durr head smash durr idk what that is....oh wait" and whoever has more attack goes first.
