Gen IV kept it interesting by expanding the scope, gen V kept it interesting by adding an abstract element in the form of the truth vs ideals conflict. Gen VI kept the direction towards abstract slants, maybe it was a little less original, but Lysandre's ideology kept it engaging and the theme of life and death lied at the core of his intentions.
Actually, it's Ohmori's games where the legendaries start to become tired. Which is ironic considering Alola's box legendaries weren't used at all by their evil teams. The abstracts that Solgaleo and Lunaala represented didn't really play into the game's themes at all, and then SWSH dropped the pretense altogether and just made them a pair of legendary dogs. Maybe you could loosely attach the theme of royalty to them, but the game doesn't do much in that regard. In fact it doesn't touch upon it at all until the postgame, and does nothing meaningful with it at that.
I definitely think they should mix it up more than "bad guy uses x legendary", but I also think that legendaries should remain at the core of Pokemon narratives going forward. Rather, that the narratiives attached to Pokemon should be what makes them legendary. Grand tales that don't necessarily involve Rocket clones.
