Not even joking, everything about it screams GF gave up on it as a concept and Pokemon.
Going by the original design and the final result, the designer had an idea (tadpole -> frog king) but couldn't get the ball really rolling, and just gave up on it and made it a bigger, angrier Poliwhirl.
Politoed is simply a second try done right. Even its Pokedex entries reference it as a leader among Poliwags and Whirls while Wrath's entries say it just swims well.
I'd feel bad for anyone who actually likes Poliwrath, because it seems to me like GF straight up considers it a failure of a Pokemon.

We actually already know what beta Poliwrath was supposed to be. Poliwhirl was originally going to evolve into a fatter Poliwhirl wearing a crown. The higher ups didn't think it looked strong enough, so it got changed into angry Poliwhirl.

Mostly speculation considering Poliwrath's stomach is flat at the top below the nose and it's original design depicts it drinking from a cup.

And it would overall make him a lot more froglike as a result. The entire progession from whirl to wrath that we have feels like a mistranslation when considering something as simple as a mouth.
