Luckily polyceps is proving a worthy replacement,does help it's just about the only 'mon on my team with anything resembling speed (those wondering about it's low level: turned on easier evolutions)
as for a more general discussion: I wonder how hard it would be to create a randomizer that also gives pokemon good movesets, it's fun to randomize but sadly all the difficulty is generally in the early levels as later on opposing pokemon are stuck with rather crappy level-up movesets
