I think back in the day - when there were more websites catering to more specific interests and therefore serving as "containment areas" (in a good way) - it was much quieter around these topics simply because it was harder for these people to stumble upon, especially if you add language barrier to certain Japanese stuff which only weebs would try to conquer. Unlike today, where everyone and everything is on fucking twitter. Dunno how awful other sites are with questionable content - I don't think I ever saw a loli/shota artist get yapped at on pixiv from anyone, at least. But that's Japanese, not Western, so..
I also find this idea that "everything someone fantasizes about = that person's true desires" to be a very narrow-minded opinion to have. Rape kink lots of woman share should be THE example of this idea being bullshit (unless you're a delusional male) but this already starts with more relatable situations, like fantasizing you're a cool capable soldier in WW2. Pretty sure even people who like to play war games don't want their comfy lives to get uprooted only to die/get disabled/get PTSD or whatever. You just want to imagine yourself as a hero/villain and have some fun in your head or on a screen for a little while. I, too, just want to imagine myself as a young little girl getting taken advantage of by [fictional men I fancy] for a little while. I don't wish that shit on an actual child that lacks the life experience to know what the fuck & am glad it never happened to me. Yet apparently, because I enjoy such art/fantasies, those MUST be my ulterior motives I'm pushing... I guess every kid that went through a "my edgy murder OC is gonna kill kill kill everyone" phase turned out to be a murderer today. I guess I'm a closeted murderer too then, actually.
