Pokemon has no canon beyond a tiny handful of setting details, every author creates their own version of the world and its inhabitants. In R/B/Y Lance is just an E4 member, in the ash anime he's also detective, and in Special he's a Pokemon telepath who wants to exterminate humanity. This leads to a lot of conflicting information from seemingly official sources, but that just means you're free to make your own version that can conflict with anyone else's as much as you want it to, regardless of whether or not it conflicts with anything "official". In my opinion this is ultimately for the best, even if it causes a lot of playground arguments between fans over whose idea of canon is the most cannonest, the opposite approach doesn't work very well for giant multimedia franchises with numerous authors. Just look at what happened to Star Wars when Disney tried to enforce a singular "canon".
