You have the example of the other -raidon in SV who acts like a dominant and aggressive territorial "alpha," and the professor's death at their hands is treated like an unfortunate accident because they got in the middle of a fight between two dangerous wild animals.
On the other hand, you have the Loyal Three in Kitakami who are all but stated to have committed the premeditated murder of Ogerpon's trainer out of pure selfish desire. Their actions and motivations are very human and unambiguously malicious.
I guess it has to be judged on a case-by-case basis. Pokémon in general are shown to be capable of disobeying orders and abandoning their trainers, but that doesn't mean every species or individual has the capacity and will to do so out of some sense for right and wrong.
