rayquaza is faster than kyogre. he is not going to get delta stream off, ever.
turn 1, kyogre uses defend
turn 2, kyogre uses ice beam
either ray uses defend on turn 1 too and then megas on turn 2, in which case kyogre evolves 2nd and the weather changes to primordial sea, or he megas on turn 1, kyogre blocks, and then primordeal sea activates on turn 2 and kyogre tanks whatever move ray uses and kills him with ice beam. ray can't do shit against this.
