And if you want to argue popularity, then she would be in the first place by the arbitrary metric you're talking about. Most characters in the game you fight or have actual relationship with a Pokemon to justify the inclusion. There just aren't as many arbitrary stretches for the Sync Pairs in the game as you pretend there is. Name ANY example of a character that:
