It's meant to make some shitmon more usable like Primeape and Ratticate. It also change some already existing moves and changes/buff them. For example Ratticate fang moves become poisonous. For the type balance it would be hard to make because it's basically a variation or the Normal or Fighting type so Steel and Roch would resist but I assume that in a romhack we could decrease the amount of strong steel-types monsters.
