Or maybe he really just wanted to insert his own fantasies in there for fun. Could also explain the Raidons, since Cyclizar was his partner pokemon.

It's actually fucking baffling that GF managed to do something like this. They wrote a lot of charming characters AND wrote a cool mystery plot that only gives some breadcrumbs of hints and explanation, just the right amount to spark up speculation without having an obvious explanation.
I know that the game is an unfinished, rushed mess but my god they really polished the story and setting, and that makes up for me how shit the game is in other aspects for me, even if I'm a bit ashamed of that.
