Starters are rarely the highlights of their respective Gens, but the Kanto lines are unequivocally Fantastic and consistent in quality as they evolve and despite this series being over 25 years old, they remain unsurpassed and will most likely stay that way until the end of time. Sinnoh's Final stages are just as good, but their Pre-Evos suck ass, so Kanto still has the edge overall. A few Gems here and there in most other regions and a whole lotta mediocrity and flatout shit designs recently, though.
