This was the only second remake, so maybe they didn't think about going all out yet. The stuff with the vs sprites are just placeholders. A good chunk of placeholder vs sprites for Kanto characters don't even use their FRLG design: Erika isn't wearing a kimono, Blaine isn't in a white lab coat, Surge already has his shades from HGSS. Although in one build from 2007 I think, Falkner does have a battle sprite with his og design, though this is the same build with Ethan in his redesign and Lyra, so who knows
