Of course it's not. They've blatantly foreshadowed it with that backpacker going on about muh facility, city, and champion before giving us this thing.
Most of the new event legendaries look kind of beta, so odds are one or two is gonna get the Meloetta/Genesect treatment and Gen 7 could come as early as 2015.
