The fact they're considered the same element doesn't really matter, like Water and Ice being different. Part of what a Type is is a way to explain certain things being stronger or ineffective against certain other things, and if two Types are physically different, it's going to manifest as different Type interactions.
If you merge them, how are you gonna explain Rock Types suddenly losing a Fighting weakness which makes too much sense to get rid of? Rocks are heavy and should shatter ice, exoskeletons and knock birds out of the sky. Ground is not a solid dense material like that and should ground electricity as well as not affect flying enemies.
