All trolling aside, I genuinely think this would be a legitimate in-universe thing that happens in the Pokemon world. It might be taboo in some places and less so in others, or be looked at as a weird outdated fringe practice of some kind, but it would definitely be a persistent occurrence. Kind of like how polygamy is considered weird by most but is totally normal in the places where it's allowed. The fact that the uncensored games flat out admit that on more than one occasion Pokemon/human relationships have happened is proof enough. Considering that Pokemon are known to be able to become more than just animals, this would probably be looked upon more open mindedly in universe and less like straight up bestiality. It's not at all uncommon that some Pokemon, not just legendaries but average everyday Pokemon, can achieve human level intelligence under the right circumstances. Combine that with those Pokemon having roughly humanoid forms or physical traits, and you can totally see how it would come about in a world where all of society basically functions on human-Pokemon codependency.
tl;dr, it would be less weird in a world where Pokemon exist and are a normal part of life but still weird anyway.
