Splash might be a literally useless move but it isn't required to progress in the game, is easily deleted, and is a useless move on useless Pokemon to begin with, a good move on a bad pokemon is still bad, splash is as good on a Magikarp as any other move would be. Cut is just as well useless in battle, in the sense you also won't be using it, but has more severe downsides.
No the fact a magikarp that only knows splash gauranteed to lose against a magikarp that knows other moves is not a refutation. Useful and useless are not objective terms, they're practical ones. A gallon of water with a sugar cube dissolved in it is technically a syrup and technically a better adhesive than distilled water. They are both equally useless if you want to glue a birdhouse together.
