His Lucario is one entire thing on its own (2 weeks lol), but he basically caught most of his team either fully evolved or took their training afterwards to a different level of focus.
I mean shit, all the times he traveled through regions with only mons he caught there are coming together in JN as well.
Let's assume they would've ALSO gone down the reserve route, then it's either utterly fucked in focus and setup, but also writing and screenplay wise it's gonna be a fucking juggle to handle so much different shit.
1 Guy focusing on his 6 new mons with occasional training at the ranch and the lab vs 1 Guy throwing up old mons at the cost of shafting the newer mons, plus the bargaining of different mons for the Tournament at the end.
In a sense, that also translate to Ash's faith to his region teams: He earned with them their spot in the top of the competition in each journey, and he is going to see it through with all of them to the end. (What was going on with Tobias is a can of worms to be never untangled)
Plus the fucked production caused by Producer-sans didn't helped things out either. It was either drowning between responsibilities, meeting a certain quota in focus and pacing and also set-dressing within half the time they usually had because of the decision to show all battles instead of just Slideshows, or they just take the ball with what they already have, calling in a lot of outsourcing during June to November (Prominent within the first 1-5 episodes) and betting on meeting the deadline.
What's so hard to understand about that?
