Sure Lumineon needs buffs, but stats aren't everything. Do you think Clefable is a shitmon?
Lumineon could do with moves like Quiver Dance and Tail Glow along with Dazzling Gleam for coverage and it can play a decent support role or sweeper on rain teams.
