I don't think Kitakami is a hint to that at all, but the fact that we have two uniquely Japanese mythicals in our DLC probably means they've got that on the brain. I also think because it's the 10th generation and close to the 30th anniversary they would want to go "back to where it began," either symbolically or actually giving us an updated Kanto in a modern generation with new content. I'm dead serious too.
