I'd argue that BW Plasma is the only evil team in the entire series that has any real dissonance between what they're wearing and what they're trying to accomplish, at least before Ghetsis drops all pretenses and just starts being an evil bastard. If you're trying to win hearts and minds you should probably dress more like this and less like whatever the fuck Ghetsis is wearing in BW. Again, with some worldbuilding they could've made this make sense. If they set Unova up as being a monarchy with deep religious roots then a bunch of assholes walking around in crazy robes or suits of armor wouldn't seem too crazy. If their stupid outfits meshed with the aesthetic of some part of Unova's culture, it would work a lot better. Instead they stick out like sore thumbs.
