Tension and drama can only be found in these things if there's a back and forth between the competitors and/or their personal stories are part of the battle itself. Swings in momentum is how you build drama. And when Leon is so overwhelmingly stronger than who are supposed to be the strongest trainers in the world, it undercut any potential for suspense. Leon is basically pulling a Tobias in this top 8.
I think the Festival of Champions fan manga does a fantastic job of understanding this. It has great back and forth to show the skills of both trainers and their pokemon. And even if Blue (Green in this case) is his commonly asshole self, the storylines around him and his opponents are intertwined in ways that still grip your attention.
