Yes, in the same generation they introduced the Swords of Justice, but Legendaries have always been kinda weird, like Darkrai not being Ghost. Also they are butt ugly. You could say that their Fighting type is attributed to their honed skill (Three Musketeers) and the fact that male deers fight each other constantly.
Slicing is like Sound, it depends on the medium it is used through, however blunt attacks and blunt sound blasts are Normal type mostly, whereas slicing or piercing moves are Flying type.
This is why Flying beats Grass btw. The whole bird = spear/ sword theme is derived from the Japanese myth of kotengu (humanlike birds that are great swordmasters) . Also predatory bird function like spears.
