Justification: 77 is abysmally low as it's highest attacking stat. 97 still isn't great, but a lot more usable. Would've lowered it's Attack, but that's agains the rules
New Ability: Fluffy (replaces Chlorophyll)
Justification: Chlorophyll is overkill for it's already very good Speed + Prankster. Whimsicott is fluffy, so it should get Fluffy as an ability. A lot of Grass-Types already get Chlorophyll, so this would set Whimsicott apart better from the crowd
New Moves:
Nasty Plot (it's mischevious, and goes well both competitively and lorewise with Prankster. If Pichu of all Pokemon gets NP, then so should Whimsicott)
Air Slash (It already gets Hurricane, so why not a weaker but more accurate version?)
