It's honestly more simple than that. I realized it during the presentation of swsh's 30 dollar DLC video. They weren't really celebrating anything but they made a really big budget music video featuring characters from all over the series (GOTCHA!). It was literally all people could talk about. In the end, the actual DLC had nothing of note, let alone something that actuallly saved that mess of a game. And for what? Just for "more dev time" to rush out mediocre Sinnohfag bait and gen 9 right after? That is what is happening, the series is carried entirely by nostalgia. It was already apparent when they gave Kantomons a bunch of snowflake treatment in Kalos, and ORAS being lacking for the most absurd reasons imaginable. Because they know they can get away with it.
