Do you understand how Pokemon tells its 'story'? It's not simply about beating 8 people and an evil team then fighting 4 strong guys and 1 strong guy. Pokemon tells its story through its world. Replay any game, save maybe XY. Listen to the NPC chatter. Take some time to think about what you're doing in-game. It forms a story about going on an adventure. That's why Pokemon keeps working the same way it has for over a decade.
Z/O has a region of fucking nothing. Towns that are really just healing spots with some buildings around aren't good. Why the hell am I going around getting badges if Team Overused mythology is chasing me around? What purpose does each town serve in the region? What is its history? What do we know of it just through gameplay, by visiting and seeing how we use it?
A major flaw the Insurgence/Z/O people have is putting towns for the sake of having rest stops. That just makes your region seem lifeless an empty. Flawed as Reborn was, I could at least appreciate the world they built and the atmosphere of the game just walking around and looking at the place. Insurgence had its horribly edgy, but entertaining plot to fall back on. Z/O really has nothing.
Oh, and the same stock Pokemon Essentials music reused over and over doesn't help atmosphere.
