He's like a Dark-type in disguise, and that bit of obfuscation fits well for his type. It's like he's ditched his jacket, preferring to be a little bit looser and free as also evidenced by him not fully buttoning up to his collar. The way his hands are balled into fists imply his "at the ready" stance is usually for physical brawls. When you look at his pants, you wonder what kind of shirt would accompany them, and I can only really picture a pinstripe suit shirt like a gangster. And yeah, the hair gives away that he's a punk. A punk who likes the finer things.
I like how they gave him the gaudy gold watch in ORAS to really show how close to a prep he may be, but the sneer is overkill and the clothing is a little too tacky and doesn't obfuscate his true nature that well. He looks more like a loan shark here.
