I do think ghost pokemon do a good job of being creepy through their dex entries and lore. I mean there are references of ghost pokemon taking the life (more likely life energy imo) of people who stumble upon them or disturb them.
I would like the game to sort of reference how hard certain types of pokemon are to train/find. It would be neat if you could find more ghosts at night, or during Halloween. In the overworld maybe gastleys, shuppets etc could disappear or move through objects.
