2* raids only have 1 fixed iv.
The game rngs which IVs to put to 31 first (0-5). If you have more than 1 fixed iv it does that in a loop (until 2 stats are set to 31). Since it happens in a loop this means it is possible to roll "0" (for HP) several times. Then it will keep trying until it doesn't roll a 0.
The problem now is if you have your IV spread and you want to calc which seed it came from, you can't know anymore how many collisions happened to get to this point (or in which order the ivs got set to 31).
A IV spread of 31/31/1/2/3/4 could have come from rolling HP to 31 first, then ATK second, then the others. Or from ATK first, HP second, then the others. Or HP 10 times in a row because of bad collision, then ATK, then the others.
So the method to figure out which seed resulted in your IV spread has to take all that into account, and the more fixed ivs there are the worse its gonna get. Ultimately there will have to be a cutoff ("at most 10 collisions will be checked), so the method will never be perfect, but maybe it can be made usable at least.
