They aren't really respecting Wobbuffet and thus are making him uncomfortable. Any normal person would feel the same. A pokmeon like Meowth has had a pretty big crush on humans before, if one of those humans was respectful to his advances and wanted to take a picture with him its likely Meowth wouldn't find them weird.
