Kind of autistic but I already had a team planned for that sort of work, Swampert for heavy lifting and floods. Mightyena to search for lost people and pokemon. Umbreon for healing the injured with Wish. Flygon to have a bird's eye view of the ruined zone. Finally, Houndoom for blizzards and avalanches, plus he'd work well with Mightyena recovering the unaccounted for.
