In Arcanine's official artwork and its 3D model, its head alone accounts for almost half of its height, which means that its back should be at around 3'6" from the ground. This Arcanine is lowering its head to the point at which it is at the same height as its back, so it looks smaller. There's also the perspective that is a bit unclear as the Arcanine could be crouching as well or the angle of the shot could be making it smaller than it is, but it is reaching the height of that woman's hip, and considering that my own hip as a woman at the point I'm measuring it is about 3'2" from the ground, the height I came to should add up depending on this Arcanine's size variation and that woman's height.
That's what I think about it at least.
