Literally anything can pick up bones and use them as weapons. Cubone has visible digits and graspers and no other visible defense mechanism so its logical that it would pick up some kind of item to fight. The dead mother just adds context and flavor, and the pokedex is canonically exaggerated(that means not everything it says is true)

The belt is a symbol of pride, a spirit is something that embodies the aspect of the individual. This is actually pretty clever. I guess its valid as a design choice, but it doesn't mix well with the wrestler theme. It gets overshadowed and doesn't add the appeal that you would get from an exploding belly chakra. Thematically, they fit together perfectly, but on the design, it just looks like a belt.
Cubone's mother isn't necessary for explaining its use of bones, but Incineroar's navel is necessary for explaining its use of fire.
So basically, an integral aspect of the design's explanation isn't conveyed WELL through its visuals because a viewer is unlikely to infer based on looking at the design.
