Tunneling from the present in your home universe into a parallel but similar universe where time is flowing at a slower rate (or having a later starting point than your own) would lead to you ending up in that universe's 'past' without actually moving backwards in time, because that universe hasn't caught up to the point your universe is already at; likewise, jumping into a universe where time is flowing faster than your own (or rather, having a starting point earlier than your own) would end up with you reaching 'the future' - again, without actually moving through time, because your universe is the one that hasn't caught up just yet. You aren't travelling forward or backward in time, but rather tunneling 'sideways' and ending up at a random point depending on where the alternate universe started - a universe that may seem similar to your own, but is totally different (meaning nothing you do there would have any impact on your home universe).
