Regarding the rest of your post, you do have a point, and I see the merits of your method of writing. But even though I'm going about things differently, I don't think I'm at risk of needing to cram stuff into my setting, at least not with this particular one. Although I've put some time into developing the setting before making stories for it, it isn't very detailed or inflexible. The only immutable thing about it is the most basic level of "it's a small town in a field"; I add details and characters on top of that as needed whenever I come up with ideas for stories. In a way, I guess that's somewhat similar to your strategy after all.
