Giovanni can make do with two, and that'll actually make him more usable, since you don't have to cycle past the one you don't want ever. The two Pokemon he gets? Persian and Rhydon.
Persian is fast as hell though lightweight, with moves that don't tend to deal too much damage or knockback. However, some of its standard moves will have a scratch effect on them, and if they sweetspot, they'll "crit" and deal much more damage and knockback. Special moves will be:
>Neutral-BSlash. Persian rears up and bounds forward, slashing with one of its claws. Is easy to sweetspot with and serves as a decent killing move, but the movement makes it a bit tough to hit with and it has some end lag.
>Side-BFury Swipes. Persian leaps forward, swiping with its claws five times. Minimal knockback, good for racking up damage and leading into another move.
>Up-BBody Slam. Persian goes up. Then it goes down. Anybody hit directly when it lands will be stunned, priming them for another attack.
