May's Hoenn team was the most balanced for a main girl I think. Two evolutions (Combusken and Beautifly), and then two in their base stages. Then she got Munchlax before the transition to BF.

There were some episodes she went all out with her pokemon, like this one. I don't even know what episode this is from, but I'm pretty sure she was battling Team Rocket here.

My guess is since May came right after Johto Misty the writers still weren't sure how much screentime they could give a female companion yet. I do wish May was as action oriented as Dawn outside of Contests. She did have her moments though.

I'm at least greatful May got as much screentime as she did, as you can see with other characters, they could have treated her far worse.
