Well, I'm gonna throw my cue in on this.
Giovanni > Ghetsis > Cyurs > Lysandre > Maxie > Archie
My reasoning for this is fairly simple. Giovanni was a much, much more believable boss imo as he was simply driven by greed and did a standard mafia deal. He was no huge big bad with an ultimate goal that would change the lives of everyone. He was just in it for the money. As for his team, they obviously joined him to make money themselves. Crimes is a shortcut to money, even as a grunt.
As for Ghetsis, he was a bit off-putting with his insanity and simply because of that did I find him unbelievable and lacking in the entire concept. But he did have the same goal as the other bosses (maybe aside from greedy Giovanni), that being world control. His methods were more believable than that of Cyrus, by using a somewhat legal business to attain the power. Manipulation is a very common way to gain power.
Cyrus... honestly, he was too much for me. His goal was just too extreme for me to even care about him, and I really didn't see a reason as to why anyone would follow him. "Hey, let's join a team that wants to destroy this world and replace it with a new one which is only for us, which means loved ones will die! YEAH!" no, that didn't work for me. It's as if the entire team is either a bunch of selfish retards or emotionless fuckers.
Lysandre was forgettable. His team was silly and non serious, until srs bsns which I don't exactly recall what entailed. Something about a tall guy being 300 years old or something who.. I don't know, that portion was more rushed than the plot in any filler episode ever. And that's what he felt like. Some sort of filler story to the whole Mega Evolution plot.. as if he only was in the game because a pokemon game cannot be made without a team.
And Maxie is a bit cooler than Archie, but both are fucking retards who don't understand the effect of what they are going to do.
