I think they should change it to having legendary trio pokemon like the weather birds or natural disaster dogs spawn throughout the natch giving small permanent buffs until the end when a random mythical pokemon is spawned. They can cycle out what trio and mythicals spawn for each map each week or something that way they can eventually make myths or legends playable on maps they dont appear as wild.
