In PLA the distortions are really common and you can get stuff like every Rotom appliance for sale since they just fall from the sky and people pick them up. Obviously the gameplay reason behind distortions is so you can have every Pokemon that debuted in Sinnoh in "Sinnoh", but the fact that you can't find Magnemite or Magneton out of these distortions combined with how Laventon describes them as really fucking weird (which he really only does with every Pokemon not native to Hisui's time period like Porygon and all the Rotom Forms) lends credit to the idea that the Magnemite line only came into existence recently just like Klink who canonically appeared suddenly 50 years before BW. Magnemite is also stated to feed on electricity (specifically from households) which is something it could only get in abundance during modern times, but that can go either way.
On the other hand, Pokemon is a game series where the Pokemon come first, and humans build their world around them, like Conkeldurr teaching humans about concrete or Vanillish existing since the ice age, but if this were the case for the Magnemite line then they would just say so, not imply the line is a foreign entity in older times like they do in PLA.
