The first problem is that it's an extremely noisy area for reasons I don't understand. None of the NPCs move and there's no particle effects. The second part is that the encounter slot for each pokemon inexplicably shifts each time you actually start the fight. How? Who knows.
Every time I went to go towards him the frames also shifted to around the 45k range as well. Since the starting point has no save box I started at Mt. Battle due to being the fastest to get there. Snagam probably would work too but idk.
Keep in mind that this is all pretty much impossible on an actual console, at least to my knowledge.
In my opinion the easiest by far is in Snagem Hideout. The reason being is that the Shadow Monitor only advances frames by 7 in a quiet area, so you're pretty much going to need a multiple of that to hit what you want. The Snagem Hideout is different. Unlike anywhere else I visited that place only advanced frames by 1 every second or so, meaning you can just advance to relatively close and simply just wait it out for the rest.
Again, unless you're masochistic and a purist don't do any of this on retail. Dump your disk and use dolphin where you can just get an accurate measure of your frame and save states.
