It sleeps. Rowlet also hasn't shown interest in evolving, whats been shown is that Rowlet, despite its sleepy nature, has the ability to become a strong fighter. It's speed, but more importantly as shown in its debut episode and against Hala and Totemgoose, the power in its legs. Also, it has Leafage, which if Ash gets the Grassium Z would give it the ability to use Bloom Doom instead of Spirit Shackle.
But then again, there is the chance that Ash gets both Inciniroar and Decidueye, so who knows.
